\/><\/a><\/p>\n<p>2026 Updates: Top most is a screenshot of the most recent pan for The Meadows at Artist Lake.\u00a0 The plan was featured in a Newsday article published on March 24, 2026. (link below). The huge gas station in the plan&#8217;s center is an environmental concern to MICA, as it appears positioned above what was once the northern section of Artist Lake, seen in the historic 1959 USGS photo at center above.\u00a0 MICA sent the letter above to the NYS Pine Barrens Commission, which recently expressed an opinion that the project appears to be a Development of Regional Significance. Also of concern is the Short Street access for the TOB park.\u00a0 It is MICA&#8217;s understanding that Short Street is a private road, owned and maintained by the Coventry Manor condominium HOA. The park&#8217;s parking lot should be relocated slightly southwest below the basketball courts, with access through the shopping center.\u00a0 The gas station must be eliminated.<\/p>\n<p>\u00a0<\/p>\n<p>Newsday article describing the recently files plans for The Meadows at Artist Lake<\/p>\n<p><a href=\"https:\/\/www.newsday.com\/long-island\/towns\/middle-island-apartments-former-kmart-site-g6t7exdx?utm_medium=web_share_api&amp;utm_campaign=web_share_api\">https:\/\/www.newsday.com\/long-island\/towns\/middle-island-apartments-former-kmart-site-g6t7exdx?utm_medium=web_share_api&amp;utm_campaign=web_share_api<\/a><\/p>\n<p><span style=\"text-decoration: underline;\">2025 UPDATEs<\/span>: The April and May meetings of 2024 were followed by two more sessions: one on December 16. 2024 and another on June 2, 2025.\u00a0 Our next session was set for Aug 21st.\u00a0<\/p>\n<p>The August 21st meeting at Brookhaven Town Hall was attended by the entire MICA board, Longwood CSD Superintendent Lance Lohman, MIFD Assistant Chief Matt Gropper, TOB Planning Commissioner Jim Tullo, TOB Attorney Annette Eaderesto, Councilman Mike Loguercio, his Chief of Staff Victoria Molloy and Breslin reps Steve Losquadro and Mitch Pally. A large formal plan was presented, which contained some interesting features such as a sports field, civic space, three restaurants (two drive-thru&#8217;s), a grocery store with adjacent retail, as well as the afore- mentioned 295 apt units.\u00a0<\/p>\n<p>Unfortunately, the developers stuck to the 30% senior (55+) age designation, which the community had asked be higher.\u00a0 They were also surprised to learn that drive-thru restaurants are NOT permitted under the new CRD code, and that Short Street is a private road, making a proposed sports field access route on it nearly impossible.\u00a0 This is what happens when a plan is developed without\u00a0 regular and ample input from the folks who know the location best!<\/p>\n<p>The three community groups agree that a 50% senior age restriction on the 295 apartments is the only way we can begin to support the proposed project. This will be less burdensome to the school district&#8217;s tax payers and student population. To their credit, the developers listened and promised to take our comments back to the property owners.\u00a0 Steve Losquadro also procured a copy of the plans after our meeting and delivered it to the Longwood Public Library in time for the MI Civic meeting there at 7pm.<\/p>\n<p>After a close review of the plan, MICA President Gail Lynch-Bailey crafted a revised plan by shifting the apartment area and restaurant pads clockwise on the parcel, resulting in dining opportunities closer to Artist Lake, long desired by many residents. She did not eliminate the Short Street access, but feels it would be unecessary if the parking lots were reconfigured per the &#8220;shift.&#8221; This plan was emailed to all involved on September 15, 2025. Breslin would build the park and Brookhaven would maintain it. We have yet to see any actual drawings and await updated tax revenue figures. Middle Island Civic is committed to partnering with our fire and school districts to ensure any plan doesn&#8217;t overburden our hamlet.<\/p>\n<p>2024 UPDATE: MICA &#8212; and the community we serve &#8212; have all been eagerly awaiting a new plan for the large Kmart parcel.\u00a0 Some board members attended an initial informal meeting with Breslin reps in April, and then a follow-up in May with officials from MIFD, the Longwood School District and Councilman Loguercio.\u00a0 The plan discussed at these sessions was deemed to be far too housing heavy for the area&#8211; it consists of nine four-story buildings with a total of 430 rental apartments, a small restaurant\/retail pad and an even smaller civic area.\u00a0 The height and scope of the buildings present safety, traffic and school crowding concerns for everyone. Breslin reps assured us that they would return with an updated plan, one that could be shared with the general civic membership and community at a public meeting, but that has yet to happen.\u00a0 And now we have learned that the 430-unit plan has been filed with the Town of Brookhaven!\u00a0 MICA cannot and will\u00a0not support this plan in its current iteration.<\/p>\n<p><strong>Newsday: KMart Parcel Added to Pine Barrens Society&#8217;s Preservation Wish List <\/strong><\/p>\n<p>The Sunday, Oct 30, 2022 Newsday page 14 story features Frank and Gail deliberately wearing the exact same clothes they posed in more than six years ago when the Kmart building was about to be torn down.\u00a0 It illustrates the lack of progress on this huge, blighted parcel, which we hope will receive renewed attention now that the Pine Barrens Society has added it to its \u201cBest of the Rest\u201d desired acquisition wish list. There will still be an opportunity for public and commercial recreation on the property, closest to RT25. The Breslin Realty website continues to show a 300 unit apt complex on the smaller, 18 acre parcel Wilbur owns separately from Fred. A call from Breslin&#8217;s attorney in early 2021 indicated that was all they had to offer, and still intended to leave the larger, western section as blight! Both MICA and the TOB rejected this outright. The Town has further said that NO Breslin projects will move forward in Brookhaven until the blight at Old Kmart is addressed.<\/div>\n<div>\u00a0<\/div>\n<div>The above rendering was created by former TOB Planning Commissioner Tulio Bertoli, in a semi-heroic effort to design a plan that would use much of the southern part of the parcel while preserving the forested half to the north. Please note that the suggested uses of the larger buildings are just that: suggestions. MICA reviewed this plan in January 2020.\u00a0 Members expressed concern about the number of potential rental units (still to be determined.)\u00a0 But the layout incorporates two wonderful public spaces, one along Rt 25 opposite Artist Lake, and another through the center of proposed residences which would provide recreational and gathering opportunities for the community.\u00a0 It&#8217;s this use of the entire southern half of the parcel and the preservation of the northern woods that is most appealing to us.<\/div>\n<div>\u00a0<\/div>\n<div>\u00a0<\/div>\n<div>\u00a0<\/div>\n<div>Unfortunately, below is what\u00a0 appears to be Breslin&#8217;s newest plan for the old Kmart parcel.\u00a0 A disappointing use of only part of the blighted property!\u00a0 A review of Breslin Realty&#8217;s website shows the following site plan for the 18 acre portion of the property, owned solely by Breslin and not in partnership with Fred Colin. The plan is dated September 2017. It bears little resemblance to a mega-plan Breslin shared with MICA board members in October 2018 and Longwood CSD officials in January 2019. No one from Breslin Realty has presented this plan to the public, other than online. It calls for 299 apartments of 1,000 square feet each. This space usually means two bedrooms. Breslin rejected a similar offer for the site last year.<\/p>\n<p>County and Brookhaven Town officials and Middle Island residents had hoped to build ballfields for local youth sports leagues on the property. Under the deal, the county would purchase\u00a0the property, and the town would build the park, which would be managed by a community group.<\/p>\n<p>County Legis. Sarah Anker (D-Mount Sinai) said Breslin&#8217;s asking price was more than what the county could offer. By law, the county&#8217;s offer could not exceed an appraisal conducted to establish the site&#8217;s value.<\/p>\n<p>\u201cHe wanted more money. He basically wanted the county to pay more for the property. I said that\u2019s impossible,\u201d Anker said, adding Breslin has talked to Brookhaven officials about his plans for the site.\u00a0\u201cThey may be negotiating a development and he wants to develop that property.\u201d<\/p>\n<p>Breslin did not return\u00a0phone and email messages seeking comment.<\/p>\n<p>The vacant property, which spans a total of about 75\u00a0acres, has had a troubled history since the Kmart closed more than a dozen years ago. The body of a murder victim was found in a wooded section of the parcel in April 2016, days before Breslin demolished the abandoned store.<\/p>\n<p>Town and county officials in 2017 announced a deal in which the county would buy 21 acres, and the state would purchase 28 acres and preserve it as open space. Breslin would keep the remaining 26 acres for potential development.<\/p>\n<p>Middle Island Civic Association president Gail Lynch-Bailey said Breslin&#8217;s rejection of the county offer was &#8220;very disappointing.&#8221;<\/p>\n<p>\u201cI think we should look elsewhere for a field of dreams park,&#8221; she said. &#8220;What\u2018s the point?\u00a0This is more than a decade of looking at this horrible, blighted property in the middle of our community, and it\u2019s just wrong.\u201d<\/p>\n<p>Anker said she would ask the Legislature to prepare a new bid for the property next year.\u00a0\u201cMaybe the third time\u2019s the\u00a0charm,\u201d she said.<\/p>\n<p>Town Councilman Michael Loguercio said he, Breslin and Brookhaven Supervisor Edward P. Romaine have discussed development ideas for the site, which is zoned for residential and commercial uses. A close inspection of the site plan reveals it is dated from 2017.\u00a0 We have never seen this plan before (although it does resemble the graphic we used on our online petition in that it calls for development ONLY on the 18 acre commercially zoned parcel.) Sarah Anker (D-Mount Sinai) said in an interview. The new offer, which Anker said is &#8220;slightly more&#8221; than the previous one, will be submitted to Breslin in about a week, and he has 90 days to accept or reject it.<\/p>\n<p>\u201cWe have this incredible opportunity to create a community park,\u201d Anker said.\u00a0&#8220;We just need Mr. Breslin to accept the fair-market value of the property, and we\u2019re really hoping he will.\u201d<\/p>\n<p>Breslin did not return phone calls and an email requesting comment.<\/p>\n<p>Suffolk and Brookhaven Town officials last year announced a deal in which the county would buy part of the 75-acre property on Middle Country Road and the town would turn it into a park with athletic fields. As part of the deal, the state Department of Environmental Conservation would purchase a 28-acre section and preserve it for open space. Breslin would keep the remaining 26 acres for potential development.<\/p>\n<p>A spokeswoman said the DEC is in \u201cactive negotiations\u201d to buy the parcel, which would be added to the Rocky Point State Forest.<\/p>\n<p>The vacant property has been considered an\u00a0eyesore since the Kmart closed about a dozen\u00a0years ago. Mr. Breslin did have some good news though, and said he would be submitting new development plans to the Town of Brookhaven soon, sometime within the next 90 to 120 days. \u00a0 He did not want to give any details about these plans, but acknowledged they would contain a housing component. With this approval, an offer of the real property value will be made to the property owner to acquire 21 acres that sit along Middle Country Road. The real property value is determined by two simultaneous appraisals and by the Suffolk County Environmental Trust Review Board. Breslin paid for the demolition, which took place days after the body of a gunshot victim was found in a nearby wooded area.<\/p>\n<p>Legis. Sarah Anker (D-Mount Sinai) said the park would transform \u201ca commercial, blighted parcel into a community park that will benefit everyone \u2014 especially the children.\u201d<\/p>\n<p>Anker said she could not disclose the proposed purchase price. Breslin did not respond to a request for comment.<\/p>\n<p>In addition to the county buying 21 acres, the state would purchase 28 acres of land for open space preservation, and Breslin would keep the remaining 26 acres for development, Anker said.<\/p>\n<p>Middle Island Civic Association president Gail Lynch-Bailey said residents had long complained about the vacant store, which had been empty for a decade before it was demolished.<a href=\"http:\/\/www.newsday.com\/advertise\" name=\"name\"><\/a><\/p>\n<p>\u201cIt\u2019s so important to have something positive on this long-blighted parcel,\u201d she said. \u201cTo have blight there is just awful.\u201d<\/p>\n<p>The park plan is modeled on an earlier effort to build Heritage Park in Mount Sinai. In that case, the county bought the land and Brookhaven built a park managed by community leaders.<\/p>\n<p>The park in Middle Island also would be built by the town, and it would be run by the Longwood Youth Sports Association, or LYSA, which organizes baseball, soccer and lacrosse leagues for more than 3,000 children in Middle Island, North Shirley, Ridge, Coram and Gordon Heights.<\/p>\n<p>LYSA president Tom Bove said teams currently play on fields owned by the Longwood school district. LYSA teams can only play when the schools are not using them, he said.<\/p>\n<p>\u201cWe have the largest sports youth club and no place to play other than school fields,\u201d Bove said. \u201cWe\u2019re trying to become totally independent of the school fields.\u201d<\/p>\n<p>Bove said the park also would have walking trails and a playground.<\/p>\n<p>Lynch-Bailey said many residents would support Breslin if he decided to build new stores on the remaining 26 acres.<\/p>\n<p>\u201cThere\u2019s all sorts of wonderful possibilities for him on that parcel. We\u2019re hoping he says this as a win-win for him and his partners,\u201d Lynch-Bailey said. \u201cIt really could be a legacy for Wilbur Breslin in Middle Island.\u201d<\/p>\n<\/div>\n<h3>###<\/h3>\n<p>The lengthy appraisal processes are underway by both Suffolk County and NYS for acquisition of\u00a0 the southern and northern portions, respectively, of the 48+ acre parcel owned by Wilbur Breslin and Fred Colin. Breslin will retain the 18 acre eastern most site he independently owns and is in discussions with Councilman Loguercio and other TOB officials about a possible housing\/retail project there.\u00a0 MICA, LYSA and other citizen groups have met with Leg Anker to discuss plans for the southern portion, which will be modeled after the very popular Heritage Park in Mount Sinai.\u00a0 Local landscape architect Gary Gentile and his employer, LK Mclean Associates, PC, have graciously agreed to donate a preliminary park design for use in gathering community input and support.\u00a0 We look forward to reviewing that professional concept plan very soon. The\u00a0 rough sketch below is a simple one based on early needs expressed by initial stakeholders.<\/p>\n<figure><a href=\"http:\/\/s453969799.onlinehome.us\/mica\/wp-content\/uploads\/2014\/10\/FieldofDreamsParkLayout_A.jpg\"><img loading=\"lazy\" class=\"alignnone size-large wp-image-2586\" src=\"http:\/\/s453969799.onlinehome.us\/mica\/wp-content\/uploads\/2014\/10\/FieldofDreamsParkLayout_A-1024x733.jpg\" alt=\"FieldofDreamsParkLayout_A\" width=\"960\" height=\"687\" srcset=\"http:\/\/s453969799.onlinehome.us\/mica\/wp-content\/uploads\/2014\/10\/FieldofDreamsParkLayout_A-1024x733.jpg 1024w, http:\/\/s453969799.onlinehome.us\/mica\/wp-content\/uploads\/2014\/10\/FieldofDreamsParkLayout_A-300x214.jpg 300w\" sizes=\"(max-width: 960px) 100vw, 960px\" \/><\/a><\/figure>\n<p>\u00a0<\/p>\n<p>The Suffolk County Legislature approved Legislator Sarah Anker&#8217;s Resolution 1757 on Septembe r8th, 2016, which authorizes the appraisal of the 21 acre southwestern portion of the old Kmart parcel on Middle Country Road in Middle Island.\u00a0 This means that a professional real estate appraiser will be hired by the County to determine the parcel&#8217;s fair market value, prior to Suffolk County making an offer to property owners Fred Colin and Wilbur Breslin.\u00a0 The vote was 17-0 in favor with Leg Lindsay an excused absentee.<\/p>\n<p>Many thanks to the dozens of supporters who were able to attend the meeting&#8217;s Public Comment portion this afternoon in Riverhead.\u00a0 We had great representation from MICA, LYSA, MIFD, Birchwood at Spring Lake, City on a Hill Church, Longwood Central School District and more. And thanks, too, to\u00a0 those who were unable to attend but emailed their comments of support previously.<\/p>\n<p>In addition to remarks by LYSA President Tom Bove and MICA Prez Gail Lynch-Bailey, MICA Treasurer Margaret Malloy gave an impassioned speech, which was a big hit with the Presiding Officer Dwayne Gregory as well as the cheering audience.\u00a0 Here it is for you to enjoy:<\/p>\n<p><i>Thank you for giving me the opportunity to speak.\u00a0 I have been a resident of Middle Island for 31 years.\u00a0 When I first moved into my house, there was a horse farm where the King Kullen strip mall now exists.\u00a0 I used to cross-country ski down the north end of Wading River Hollow Road where there are now houses. I recall fox hunts on the south end of Wading River Hollow Road on Sunday mornings.<\/i><\/p>\n<p><i>Although I realize that progress is necessary and welcome improvements to the area, over the years I have become increasingly dismayed at the lack of services and the sprawl in the surrounding area.\u00a0 We have seen many boarded up buildings along Route 25 running from Coram through Ridge.\u00a0 The Renaissance plan that was put together many years ago never came into full fruition.\u00a0 We have suffered with a boarded up gas station for over 10 years at the center of our town. A former restaurant (Island Squire) was an eyesore for 20 years and still shows signs of a depressed area although we are grateful that the main building was finally demolished.\u00a0\u00a0 It was with great celebration we witnessed the demolition of the K Mart building after 10 years of driving past that eyesore and we thank Supervisor Romaine.\u00a0 Legislator Anker, Board Member Mike Loguercio, and Gail Bailey (President of MICA) for all of their efforts in making this happen.\u00a0 However, there are many vacant stores in the surrounding strip malls and you would be very hard pressed to find many upscale restaurants or a ball field where our local youth teams can play.<\/i><\/p>\n<p><i>We watched as Heritage Park took off to the north of us and Wertheim Preserve blossomed with a new science center to the south.\u00a0 Shoreham is moving forward with a bike trail and the Tesla museum.\u00a0 Patchogue is becoming revitalized. It just appears that the \u201cMiddle of the Island\u201d is left behind.\u00a0 Because we are not on the shores and do not have a strong lobby group, we are left without restaurants, walkable roads, family centered parks.\u00a0 The recent preserve in Ridge was a wonderful surprise and I\u2019m sure will be an asset to the community. Fairfield taking over the old Tudor Oaks revitalized an area that someone driving through would have thought he\/she was in a third-world country.<\/i><\/p>\n<p><i>We need a place where young and old can congregate to see a ball game, grab a decent, healthy meal, go for a walk, or watch children and grandchildren frolic in a playground.\u00a0 We, in Middle Island and the surrounding towns, have endured so much blight and frustration over the past few years while we try to improve services and draw people to our town .\u00a0 I implore you to move forward with our \u201cfield of dreams\u201d and help us to continue with the work we have done with a Community Garden, a veteran\u2019s park, a walking trail, and business improvements.\u00a0 This is our chance to make the entrance to the Pine Barrens a place where people will want to shop, eat, and play.<\/i><\/p>\n<p>Thank you, Margaret, and everyone for your continued support. Sponsored by Legislator Sarah Anker, these resolutions authorize the appraisal of land commonly known as the Old Kmart parcel, with the aim of acquiring this land for use as both passive and active parkland. LYSA Officer Paul Infranco also attended this hearing. Brookhaven Town Supervisor Ed Romaine spoke in favor of these resolutions as well, pledging that if Suffolk County will buy the 48+ acres, the TOB will build a wonderful park on the southern 21 acres. Attendees were thrilled to learn that NY State has submitted a letter of interest in helping to purchase the northern 27 acres to be preserved as open space that can be used for hiking and walking. Given this newly expressed interest by NYS, Reso 1756 for the northern portion was tabled. Reso 1757 was passed unanimously and will now go to the full SC Legislature for approval on Wednesday, September 7! We will need many more supporters in attendance for this meeting, which will start at 4pm in Riverhead\u2019s Griffing Building at 300 Center Drive. Please mark your calendars. Town officials had threatened to raze the building if Breslin did not do so.<\/p>\n<p>Breslin\u2019s plans for the 75-acre site are unknown, but town officials and Middle Island residents said they\u2019re just glad the deteriorating building finally will get torn down.<\/p>\n<p>Gail Lynch-Bailey, president of the Middle Island Civic Association, called the shuttered store a \u201cbig hulking monstrosity\u201d and \u201cthe biggest parcel of blight\u201d in the middle-class community.<\/p>\n<p>\u201cIt\u2019s sad when you\u2019re excited about something being demolished,\u201d Lynch-Bailey said. \u201cBut we\u2019re excited about something being demolished.\u201d<\/p>\n<p>Brookhaven Town Attorney Annette Eaderesto said Breslin had obtained demolition permits and agreed to tear down the store by May 31. An April 7 public hearing on the town\u2019s demolition plans may be canceled if Breslin has begun razing the building by then, Eaderesto said.<\/p>\n<div>\n<div>\n<div id=\"adpos2\">\n<div>A spokeswoman for Breslin confirmed on Friday that demolition would begin Monday. She declined to comment further.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>The building has been unoccupied since the Kmart closed about a decade ago. Breslin had offered several plans to rebuild the property, but none materialized. Meanwhile, grass grew through cracks in the parking lot pavement and residents worried about squatters.<\/p>\n<p>\u201cHomeless people live in the back,\u201d Lynch-Bailey said. \u201cIt\u2019s covered with graffiti.\u201d<\/p>\n<p>Town officials have issued \u201c20-some-odd\u201d summonses for code violations, such as failure to maintain the property, Eaderesto said.<\/p>\n<p>\u201cIt\u2019s never secured,\u201d she said. \u201cNo matter how many times it\u2019s boarded up, it\u2019s always broken into.\u201d<\/p>\n<div>An inspection last fall by town consultants Cashin, Spinelli and Ferretti of Hauppauge found that the store posed a health and safety hazard and recommended the building be torn down, Brookhaven officials said.<\/div>\n<p>Town officials said they would charge Breslin for the costs of demolition and debris disposal if town crews tear down the building.<\/p>\n<p>In a statement, Town Supervisor Edward P. Romaine said the Kmart property \u201chas been a blight in Middle Island for too many years.\u201d<\/p>\n<p>\u201cWe have been working hard to rid our community of abandoned, unsafe houses and commercial properties all over the town, and removing this one will have a huge impact on the quality of life in the community,\u201d Romaine said.<\/p>\n<p>Lynch-Bailey said residents had supported Breslin\u2019s development plans for the site, which included stores, restaurants and ball fields.<\/p>\n<p>But she said Breslin had told them he could not find major retail chains interested in opening stores there.<\/p>\n<div>\n<div>\n<div id=\"adpos3\">\n<div><a href=\"http:\/\/www.newsday.com\/advertise\" name=\"name\"><\/a>Civic leaders even tried to convince retailers to move to the site, but to no avail, Lynch-Bailey said.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>\u201cWe\u2019re optimistic once it comes down, there\u2019ll be someone interested in building something there,\u201d she said.<\/p>\n<div>\n<h3>TIMELINE OF CLOSED KMART<\/h3>\n<p><b>About 2006:<\/b> Kmart store closes.<\/p>\n<p><b>August 2010:<\/b> Developer Wilbur Breslin proposes redevelopment of site as pedestrian-friendly shopping center to be called Artist\u2019s Lake Plaza. Despite overwhelming support for this plan by both MICA and the TOB, Breslin was unable to secure a major tenant to make this plan a reality.<\/p>\n<p><span style=\"text-decoration: underline;\"><em><strong>March Update<br \/><\/strong><\/em><\/span><\/p>\n<figure><img src=\"https:\/\/scontent-lga3-1.xx.fbcdn.net\/hphotos-xtl1\/v\/t1.0-9\/12799019_844864352290217_4729235523848331222_n.jpg?oh=b9bf884b9de7fe96e9dde418cb25c938&amp;oe=5763DFE2\" alt=\"\" \/><\/figure>\n<p>\u00a0<\/p>\n<p><strong>From Councilman Mike Loguercio&#8217;s Office:<\/strong> In order to prevent any injuries, the owner of the vacant Kmart building in Middle Island (with the Town of Brookhaven&#8217;s permission) has temporarily closed the dog park, as the shared entrance will be used by construction vehicles.\u00a0 The park will reopen once the deconstruction and removal of debris is completed. Thank you for your patience during this long awaited process<\/p>\n<p>MICA Update: In unanimously passing Resolution 2016-0172, the TOB set a Public Hearing date of April 7th to consider the demolition of the Old KMart building.\u00a0 On March 3, Councilman Michael Loguercio announced that Breslin Realty has applied for and received a demolition permit for the premises!\u00a0 This seems to indicate that the owners will be doing the demo themselves, in order to save money and any tax liens placed upon the property by the town to recoup costs if the town does the work.\u00a0 No word yet on whether Breslin has paid the numerous fines already levied against him.\u00a0 MICA will be watching for signs of demo progress, and we will certainly attend the April 7th Public Hearing if it is indeed necessary.<\/p>\n<p><span style=\"text-decoration: underline;\"><em><strong>February Update<\/strong><\/em><\/span><\/p>\n<p>At the February 25th TOB Council meeting, Councilman Loguercio will sponsor Resolution 2016-0172, setting a public hearing on the demolition of premises at 1075 Middle Country Rd, Middle Island, the old KMart building!<\/p>\n<p>Read the report by Cashin Associates, dated November 2, 2015, via this link; scroll to pages 88-113.<\/p>\n<p><a href=\"http:\/\/brookhaventownny.iqm2.com\/Citizens\/FileOpen.aspx?Type=1&amp;ID=1454&amp;Inline=True\">http:\/\/brookhaventownny.iqm2.com\/Citizens\/FileOpen.aspx?Type=1&amp;ID=1454&amp;Inline=True<\/a><\/p>\n<p><span style=\"text-decoration: underline;\"><strong><em>January 2016 Update<\/em><\/strong><\/span><\/p>\n<p>At our January 21st MICA meeting, Councilman Michael Loguercio said that this blighted property is his Number One priority in Middle Island.\u00a0 He explained that the TOB recently dispatched an engineering firm to study the viability of the building, with hopes that it can be condemned and demolished if found to be structurally unsound.\u00a0 We eagerly await the results of the engineering firm&#8217;s study.<\/p>\n<p><span style=\"text-decoration: underline;\"><em><strong>October Update<\/strong><\/em><\/span><\/p>\n<p>It&#8217;s been almost a year since former TOB Supervisor and Republican John LaMura,\u00a0 &#8220;shepherd&#8221; of this Breslin Realty project, attended a Middle Island Civic meeting. In November 2014,\u00a0 LaMura told us a revised plan was definitely in the works. So far we&#8217;ve seen nothing new. This would still allow for the construction on the smaller pads as well as the recreational fields to the north. \u00a0While we wait for this new plan, one thing is certain: Mr. Breslin and his partners should pay off the mortgage on the old Kmart building and then tear it down immediately.\u00a0 This will go far to rekindle the entire community\u2019s faith in the Breslin organization, which dwindles each day that old relic is allowed to stand.<\/p>\n<p><i>The following info appeared on the handout distributed to all at the MICA meeting and forwarded to Breslin Realty: <\/i><\/p>\n<p>Contrary to what professional demographics may say, Middle Island\u2019s MCR corridor is about to undergo a mini-Renaissance.\u00a0 The Longwood Public Library will reopen its renovated space in late summer 2015.\u00a0 Two new Day Care facilities are currently under construction. Tudor Oaks has been purchased by Fairfield\u00a0 MI LLC, which plans a complete revitalization of this community. Competition Toyota will be expanding into the PC Richards next door.\u00a0 McDonalds is moving from Ridge to the front lot at the MI King Kullen Shopping Center.\u00a0 Sandy Hills will soon break ground, linking Rts 25 and 21 on the northeast corner of our community crossroads.\u00a0 This development will then force something to happen at the dead gas station; it will also have an expandable sewage treatment plant that could be accessed by a project (as yet unknown) at the old Kogel Lumber site across from the library. \u00a0And: voters recently approved a new headquarters building for the Middle Island Fire Department.<\/p>\n<p>So this is the PERFECT time for action at Breslin Realty\u2019s languishing <b>old Kmart property, aka Artist Lake Plaza<\/b>.<\/p>\n<p>MICAns and others still want this parcel to become a DESTINATION.\u00a0 We are still in search of the permanent LYSA fields promised six years ago as part of Breslin\u2019s plan. We welcome any enhanced recreational uses of the parcel that would not include excessive noise, light or air pollution. At MICA meetings, via email and social media, community members regularly suggest ideas for the parcel.\u00a0 Some of these include:<\/p>\n<p><span style=\"text-decoration: underline;\">Ideas for the smaller pads<\/span>: Panera, LA Fitness, Outback, Apple Store, Chipotle, Starbucks, Miller Ale House, Cheesecake Factory, Applebees, Trader Joes, Canoe Outfitters, Sports Shop\u2026<\/p>\n<p><span style=\"text-decoration: underline;\">Ideas instead of the Big Boxes<\/span>: YMCA, Hotel\/Catering Hall, Housing, Movie Theater, College Building, Hockey\/Ice Rink, Whole Foods, Indoor Year-round Sports Fields, Mini Golf\u2026.<\/p>\n<p>(Just some of the many) Questions:\u00a0 Why hasn\u2019t Breslin paid off the mortgage on the old building?\u00a0 How soon after doing so will he take that eyesore down? What traffic mitigations will accompany the project? What is the value of the parcel now? How can we prevent people from leaving their cars for sale on the site?\u00a0 Why can\u2019t the property be fenced and still leave access to the Dog Park?\u00a0 What is the NEW PLAN?<\/p>\n<\/div>\n<div>\u00a0<\/div>\n<div><em><strong>October Update<\/strong>: Perhaps our most frequently asked question is about the &#8220;Old K Mart&#8221; parcel. The plans for this blighted parcel are ambitious&#8211; and approved by the TOB. Just waiting, and waiting, for owner Wilbur Breslin to lock up a major tenant for the project to move forward!\u00a0 But how long are we all expected to wait?\u00a0 Below are letters sent to Breslin Realty &#8212; and Mr. Breslin&#8217;s prompt reply:<br \/><\/em><\/div>\n<div>\u00a0<\/div>\n<div>October 30, 2014<\/div>\n<div>\n<p>Breslin Realty Development Corp<\/p>\n<p>500 Old Country Road<br \/>Suite 200<br \/>Garden City, New York 11530<br \/>Ladies and Gentlemen:<\/p>\n<p>For eight years, we have lived with an enormous eyesore in our community: the old KMart property on Middle Country Road in Middle Island, owned by Breslin Realty.<\/p>\n<p>We greeted the promise of Artist Lake Plaza in November 2008 with open arms and much support. We met with architect Dana Hepler in 2010. We attended every lengthy Pine Barrens Commission hearing regarding this &#8220;development of regional significance,&#8221; testifying in its favor and celebrating when it was approved in July 2011.\u00a0 We applauded the project&#8217;s premiere status in the Town of Brookhaven&#8217;s Blight to Light initiative by Supervisor Lesko and its continuation under Supervisor Romaine.<\/p>\n<p>Then we waited.\u00a0 And waited.\u00a0 And waited&#8230; all to no avail.<\/p>\n<p>I emailed the Breslin rep associated with Artist Lake Plaza, Mr. Robert Delavale, in March, and then left him a telephone message in May to make friendly inquiries, offer suggestions and get at least a rudimentary update on this project &#8212; about which we civic officers are constantly questioned.\u00a0 I have never received the courtesy of a reply.<\/p>\n<p>Meanwhile rumors continue to fly: Breslin is bankrupt; Breslin can&#8217;t get any major big box commitment; Breslin wants to build a used car lot; Breslin is building housing there instead; Breslin is selling the property.<\/p>\n<p>This can&#8217;t be good for business &#8212; particularly not for the many other vacant parcels Breslin Realty owns and manages in the Longwood area.<\/p>\n<p>And it is certainly not good for our community.\u00a0 Thousands of people live directly opposite this vast, weed-pierced sea of asphalt and its decaying central building, and many thousands more pass it each day.\u00a0 It&#8217;s depressing, embarrassing, infuriating &#8212; and simply unacceptable.<\/p>\n<p>The building is frequently broken into, vandalized and painted with graffiti. What&#8217;s more, people are using the empty lot as their personal used car sales area. With alarming and increasing frequency, illegally parked vehicles, their windshields marked &#8220;For Sale By Owner\/Call This Number,&#8221; are seen along the areas closest to Rt 25.\u00a0 This is the Gateway to the Hamptons?<\/p>\n<p>We believe people still want to shop, dine and recreate at Artist Lake Plaza.\u00a0 But we have run out of patience &#8212; and our faith in the Breslin organization is at an all time low.<\/p>\n<p>We ask that you tell us, in no uncertain terms, what Breslin Realty&#8217;s true plans are to end this awful blight in Middle Island. Kindly confirm your attendance as soon as possible.<\/p>\n<p>Thank you.<\/p>\n<p>Gail Lynch-Bailey, President<br \/>Middle Island Civic Association<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<p>October 31, 2014<\/p>\n<p>Dear Ms. Lynch-Baily<\/p>\n<p>I am taking the time to personally respond to your email so you understand how disturbed I am by the conditions of my property in Middle Island and the status of its redevelopment and the concerns of the Civic Association and residents of the nearby communities.<\/p>\n<p>I have been a property owner in the Middle Island area for over 30 years.\u00a0 I bought the current Kmart property from TSS (Time Square Stores) when they filed bankruptcy in the late 1980\u2019s and I brought Kmart to Long Island and redeveloped all of the TSS store sites.\u00a0 I have always prided myself in my commitment and involvement with the communities and surrounding residents and in my ability to address their needs.<\/p>\n<p>The fact of the matter is that we actively pursued the redevelopment of this site for years since the closing of the Kmart and we were met with challenges and obstacles at every step.\u00a0 We met every challenge and obstacle and worked through the towns requirements, the Pine Barrens issues and the community concerns.\u00a0 In the development business our greatest enemy is time and unfortunately, as most people are aware, the economic conditions for big box retailers has changed dramatically in the last several years.\u00a0 While we were spending many, many dollars to comply with all of the town requirements and the wish-list of the various parties in interest, the retail market disappeared and our large big box tenants walked away.\u00a0 We cannot redevelop the property into a retail center without the tenants willing to occupy and do business at the site.<\/p>\n<p>I have millions of dollars invested in the area and every reason to want to move forward.\u00a0 Perhaps that is the reason for all of the rumors you allude to in your email.\u00a0 I can assure you my company is not bankrupt.\u00a0 We have no definite plan today for this property, but we are open to suggestions including building residential or selling the property if that makes the most economic sense.\u00a0 We continue to field inquiries and we continue to pursue both retail, residential and mixed use alternatives.<\/p>\n<p>With regard to the current conditions of the building, I am glad that you wrote to me so I now have a forum to explain why we have been unable to better secure the building and the perimeter.\u00a0 There is currently a mortgage on the old Kmart building and, despite several attempts, the lender has refused to permit us to demolish the building.\u00a0 This is yet another example of a bureaucratic, corporate obstacle to a common sense solution.\u00a0 We thought perhaps that a more secure fence would prevent the vandalism and trespassing, (which by the way is costing us many dollars to clean up and police) but a fence around the perimeter is not possible because many years ago, at the request of the Town of Brookhaven, we granted the Town residents an easement of access in and over the parking lot to get to the new Town Dog Park.\u00a0 If we adequately fence the property we have to cancel the easement.\u00a0 We viewed the benefit of the access to the dog park as paramount to erecting the fence.\u00a0 If the community disagrees and can find another way to access the dog park that\u2019s agreeable to the Town, we would certainly fence the property.<\/p>\n<p>I am truly sorry that the community has lost patience with me and my organization, but I assure you that if I had a viable redevelopment solution that worked for the community and made economic sense and could get fast-tracked through the Town approval process I would be thrilled to devote the time and money to get it done.<\/p>\n<p>I will have a representative present at your next meeting and I remain available should you wish to communicate with me directly.<\/p>\n<p>PS \u2013 I cannot end without responding to your frustration at not receiving a response to your prior inquiry addressed to our leasing director, Robert Delavale.\u00a0 We have a strict corporate policy to always respond to community concerns and quite frankly, to answer every phone call or email.\u00a0 Mr. Delavale has assured me that he did answer when you reached out to him last spring.\u00a0 Attached is a copy of his email response to you.<\/p>\n<p>Wilbur F. If I had, I would gladly have shared it with our civic and then slept with it under my pillow!<\/p>\n<p>Many of the travails you relate about the property are identical to what I, in turn, have been relating to the local community at our monthly meetings, as well as via a barrage of emails and almost daily social media inquiries.\u00a0 The status of the &#8220;Old Kmart&#8221; is indeed our most Frequently Asked Question.<\/p>\n<p>I shopped &#8212; a lot!&#8211; at both the Kmart and TSS stores, and I have older and fonder memories of visiting Fairy Town at that site as a child. I appreciate the easement afforded by your organization for access to the Town of Brookhaven&#8217;s Dog Park.<\/p>\n<p>And I have been a steadfast supporter of the proposed Artist Lake Plaza.\u00a0 It was my sworn testimony, quite late in the day on September 15, 2010, that stood as the sole citizens&#8217; counterpoint to the opposition of Richard Amper at the Pine Barrens Commission Hearing held at Riverhead Town Hall.<\/p>\n<p>So imagine my reaction when two days ago, a resident of Lake Pointe posted this about your property on our MI Civic Facebook page: <span style=\"color: black; font-family: arial; font-size: small;\"><span style=\"font-size: small;\">&#8220;<i>Has anyone looked at this place at all recently? It seems that no one cares or is doing anything about this mess. If someone from the MICA lived across the street I&#8217;m betting something would have been done by now.&#8221;\u00a0 <\/i><\/span><\/span><\/p>\n<p>After I took this person to task for never having joined or even once attended a civic meeting, I realized something: both our organizations have not done enough to communicate precisely what we have been trying to do there.<\/p>\n<p>Most recently, our actions have centered on keeping the building boarded up and getting illegally parked\u00a0 &#8220;For Sale By Owner&#8221; cars removed from the front lot.\u00a0 We&#8217;ve even had someone calling the phone numbers written on the windshields and warning owners to move them before they&#8217;re ticketed and towed.<\/p>\n<p>So you see, although we&#8217;ve never met, we are certainly in this together, Mr. Breslin!<\/p>\n<p><span style=\"color: black;
